The following text is a little misleading. Nowhere in the video did I hear Japanese government is encouraging farmers to plant shiitake mushrooms (at least not publicly). On the contrary, the government is suggesting farmers to grow sorghum, which tend to absorb radioactive cesium. The harvested sorghum is not intended for food, but to make ethanol as biofuel, after filtering off radioactive cesium.
However, there is no guarantee that individual farmers, having no immediate alternative for income, won't continue to grow shiitake mushrooms. Banned domestically, they will be diverted 100% to the export markets. It's up to the consumers to stay alert and not buy any shiitake mushrooms from Japan. I would also include dry scallops, squids,... all Japanese food items.
